Ever think about who might (or more importantly, might not) be our president now had Katrina happened one year earlier? Time since Nov. 2004 has seemed to move so slowly.
Maybe he meant that no one anticipated the breach of the levees because they had actually anticipated the explosion of the levees. No, I don't really think that, but I was in New Orleans last week doing clean up with MDS, and there are definitely people there who are convinced that the government blew up the levees to direct the water to the lower 9th ward and away from the French Quarter and the Garden District.
